Daniel J. Mitterhoff, Esq.
From 2005-2013, CMLC’s President, Daniel J. Mitterhoff, developed and managed a set of innovative American style law courses as part of an exchange of law students between the University of Maryland Francis King Carey School of Law and the Law School of the Central University of Finance and Economics, Beijing. The exchange program brought Chinese and international students together for study in Beijing during autumn semesters and provided for Chinese students to visit overseas partner schools for spring semesters, creating a one-year collaborative study opportunity for the students. After an on-site evaluation, this program ultimately received American Bar Association (ABA) approval as a Cooperative Program between the two main partner schools. The ABA evaluator concluded that the program was “well-conceived and operated and provide[d] a tremendous educational opportunity for students,” and that “the educational program [was] thoughtful and rigorous and a high level of performance [was] required of the student," assessing the program as "first rate."
Professor Mitterhoff is a leading expert on China’s public purchasing system., having served periodically as advisor to China’s National People’s Congress on the drafting of China’s 2002 Government Procurement Law, and later establishing the first course on government procurement law in China. Mr. Mitterhoff has taught “Comparative Government Procurement Law” at both Beijing University and CUFE and coordinates a project training students to conduct fieldwork collecting judicial and administrative cases applying China’s 1999 Tender and Bidding Law and 2002 Government Procurement Law. This case collection project, initially funded by the U.S.-China Legal Cooperation Fund, provides the basis for Professor Mitterhoff’s PUBLICATIONS and ensures that his Comparative Government Procurement Law class remains current. He now teaches this class at YUNNAN UNIVERSITY LAW SCHOOL.
Prior to his academic career, Professor Mitterhoff was managing partner of the law firm of Mitterhoff & Henrichsen in Washington, D.C.
